Counter-terrorism is the nation's highest profile challenge
since the World Trade Center and Pentagon terrorist attacks
in September 2001. Virtually every element of our society,
including schools, colleges, and universities are at risk
and are vulnerable to the threat of terrorism.The quality
of a university or colleges initial response to a terrorist
incident may well determine how many people live or die.
This burden extends beyond the traditional "first
responders" to include much broader sectors of campuses
and the surrounding community, particularly hospitals,
public health clinics and other health care providers.
The NPSS Vulnerability and Consequence Planning Assessment
is designed to provide the school's chief executive officer
an assessment of the current state of preparedness on
the campus and an evaluation of the response components.
The process examines risks, threats and preparedness in
the broader "complete response package", which
crosses university, and surrounding community organizational
boundaries. In this way duplication and conflict are avoided
and scarce school resources can be allocated to where
they are needed most. This empowers the school's public
safety department to be the pivotal resource for understanding
and maximizing the school's capabilities.
At the completion of the process, the appropriate school
official will receive a comprehensive report qualifying
potential threats, identifying existing risks, and categorizing
levels of preparedness. NPSS assessment teams consist
of professionals from diverse backgrounds in counter-terrorism,
social services, bio-chem and public safety. Combined
with our professionals who have extensive experience
in working with educational institutions, NPSS is uniquely
positioned to support the campus environment with these
timely and needed assessments.
